Message from the Deputy Secretary General of the Ministry of Economy and Finance
The strengthening of human resources and capacity is a key aspect of the new paradigm for the sustainable development of the nation.
We have established the Economics and Finance Institute (EFI) to build up the human resource capacity and enhance the quality and professionalism of the officials of the Ministry of Economy and Finance as well as those of the other Line Ministries of the Royal Government of Cambodia.
To support the transition of the economy toward the market oriented system, the EFI has designed a series of courses which will enable the participants to acquire the basic technical skills and knowledge required to enhance their performance now and in the future in areas such as: economic analysis, finance, management, international economics, accounting, taxation, banking, laws of business and finance, customs administration, international and regional integration, ASEAN and WTO, information technology and English language.
The EFI’s training programs meet international standards. EFI has collaborated with the Charles Sturt University of New South Wales, Australia to implement the CSU-EFI Masters in Business Administration Program (CSU/MBA), with the support of the Intellectual Research Incorporated Group of Malaysia (IRI).
The EFI’s CSU/MBA program has committed to educate a wide range of students, providing a first-rate education in Cambodia to a diverse student population based on the principle that a truly remarkable education is one that creates the opportunity to learn about differences as well as similarities.
The EFI is proud that its efforts has been commended by the Prime Minister of the Kingdom of Cambodia. Indeed, the EFI is widely recognized as a reputable and reliable training institution that has devoted its resources and skills to the professional development of the public sector.
The Royal Government of Cambodia, under Sub-degree No 20 dated 20 March 2002, has authorized the EFI to offer the Bachelor’s and Master’s Degree Programs in Finance and Accounting. The program will ensure that students gain a deep understanding of finance and accounting, enabling their appropriate development as future leaders in government, business and civic organizations.
The EFI implements the national government’s training strategy that enhances and accelerates public administration reform in Cambodia. EFI's training program strives to “mobilize human resources to bring about and manage change".
The EFI has been very active in international cooperation through collaborative programs with international and regional training institutions such as the World Bank Institute (WBI), the Asian Development Bank Institute (ADBI), Japan Center for International Finance (JCIF), IMF-Singapore Regional Training Institute, Korean Development Institute (KDI) School of Public Policy and Management, University of Malaya (UM Malaysia), and the School of Economics of the University of the Philippines (UPSE).
As Cambodia progresses in the 21st century and strives to overcome challenges along the way, the EFI has committed to continue its significant investments in enhancing human resource capacity and critical policy skills of Cambodian officials from numerous ministries and institutions. The EFI shares the Royal Government’s vision of enhanced peace in Cambodia and its successful integration into the international community.

On behalf of the faculty of the Economics and Finance Institute (EFI), I would like to extend a warm welcome to our online visitors.
The EFI was established in 1997 which called for the creation of an official training center that serves not only officials of the Ministry of Economy and Finance and Line-Ministries within the Royal Government of Cambodia but also those of other private sector, and civic organization. The EFI l is recognized throughout Cambodia as a premier institution for training, research, and learning. Our mission is to generate ideas and enhance the existing intellectual foundations of economics management, public finance, public policy analysis by designing and implementing research strategies to evaluate existing governmental programs, and providing rigorous educational programs in economics, finance, public policy, and management.
The EFI is a place where academic inquiry and practical application combine to produce a better understanding of our world. This nexus is realized through scholarly research, forums, and conferences , and collaboration with the governmental, non-profit, and business communities. The research carried out by our faculty covers an extensive range of policy issues and enriches the education we provide.
Our ongoing commitment to increase the diversity of the faculty, staff and student body is a key factor for our success. As we enter the 21st century, we are witnessing a dramatic transformation in the world economy, characterized by increasing global interdependence, rapid advances in science and technology, and increasingly intense global competition
In this period of dramatic transformation, higher educational institutions need to provide visionary thinking for people to effectively address various challenges and work to attain economic, political, ecological, cultural, and technological sustainability in a global context.
The EFI was established in 1997 to educate and develop the next generation of leaders in today’s rapidly changing and globalizing economy.

Students can choose and tailor the program based on their individual, specific interests and professional development needs. The faculty consists of first-rate national and international experts with outstanding policy research and practical experience. Teaching emphasis is placed on analyzing real-world policy issues through in-depth case studies, interactive class discussions, and on-site field projects. In addition to the core faculty, prominent individuals from the government, business, and other research and academic institutions are invited as guest lecturers or visiting scholars
The student body is drawn from a select pool of high-potential government officials, business managers and exceptional students from Cambodia and abroad.
The institute strives to attract students who are actively seeking an international perspective during their course of study. All courses are conducted in English in a truly international environment.
The institute provides a forum for a rich cross-fertilization of ideas and a valuable international networking opportunity.
DOMESTIC COOPERATION
The EFI cooperates closely with the Royal School of Administration of Cambodia (Ecole Royal d’ Administration - ERA) in the implementation of human resource development programs. A specific area of cooperation is the ongoing Economic and Public Sector Capacity Building Project that aims to enhance the capability of the Royal Government of Cambodia in the implementation of public sector reforms. The training collaboratively provided by the EFI and ERA covers financial management, leadership and organizational management, policy development and implementation, governance and public administration, and poverty analysis.
REGIONAL AND INTERNATIONAL COOPERATION
The EFI has cooperated with regional and international institutions such as the World Bank, the World Bank Institute, the Asian Development Bank and the ADB Institute, the Japan Center for International Finance and the Singapore Regional Training Institute of the International Monetary Fund.
Since the late 1990s, the World Bank Institute (WBI) and the EFI have implemented a training agreement under which the EFI implements WBI-required training programs in Cambodia. Such training covered topics in macroeconomics management, banking, public finance and related topics.

For several years now, the EFI has jointly organized with the ADB Institute (ADBI) a series of training programs supporting of ADB initiatives in Cambodia, including the Executive Program in Public Finance and Management, Fiscal Policy in Open Developing Economies, Management of Fiscal Deficits, Financial Management for Social Services, the Public Production of Private Goods, and related topics.

The Japan Center for International Finance (JCIF) has entered into a long-term cooperative agreement with the EFI. In 2001-2003 the EFI and the JCIF jointly implemented workshops and seminars on Poverty Reduction, Economic Development Strategy, Issues on Fiscal and Tax Policy, and related topics. The JCIF also enabled several EFI trainers to participate in capacity building and upgrading workshops and seminars organized by the JCIF in Tokyo.

The IMF-Regional Training Institute in Singapore jointly organized with the EFI seminars and workshops on Financial Programming, Macroeconomic Management and related topics in Public Finance.

The EFI has implemented cooperative activities with the Korean Development Institute - School of Public Policy and Management (KDI School) in South Korea. A key activity was the organization of an innovative international workshop reviewing the experience of countries undergoing the transition from centralized to market-based economic management.

TRAINING PROGRAMS
The training programs at EFI consist of non-degree and degree programs.
Non Degree Programs (Certificate)
Short Term Training Programs
Short-term courses are normally one to three months in duration. Short-term training courses help ensure that the officials of the Royal Government of Cambodia are prepared to effectively and efficiently fulfill their duties. Such training is crucial in order for officials to know and understand the laws, regulations and knowledge relevant to their functions, and thereby be of better service to their people and nation.
Open Courses: the EFI has designed a series of open short courses that enable government officials to acquire the basic technical and general knowledge and skills necessary for their effective performance in areas such as public financial management, economic management, financial systems, development policy, international economics and finance, international accounting, taxation, customs management, international and regional integration and trade and information technology. Participants in the open short courses come from the Ministry of Economy and Finance, other ministries and agencies of the Royal Government. The participants have been selected for training based on the relevance of the courses to their duties and their training needs.
Dedicated Courses: the EFI however has designed a series of dedicated short-term courses which tailor program to fit the training of designated departments of the Ministry of Economy and Finance and Line-Ministries of the Royal Government of Cambodia. The dedicated short courses include economic management, public financial management, law, trade, English, computer, and accounting.
Long Term Training Programs
The EFI has established training programs that are relevant not only in the short-term but also in the long-term. The long-term courses take at least one year to complete, and produce high-quality graduates well equipped to effectively serve as officials of the Royal Government of Cambodia.
• The long-term training program is focused on Management, Administration and Leadership of Officials, ensuring their effective performance in the public sector, contributing to the success of the on-going public administration reform program of the Royal Government.

Developing and improving managerial skills, technical skills and leadership for government administrators and other bureaucrats so that they can effectively participate in and contribute to the administrative reform in the public sector,

Developing and enhancing research and other specialty skills that are necessary for improving work performance and efficiency in the public sector,

Maintaining program in a more systematic and sustainable manner to serve the present and future needs of the public sector,

Developing accountability, professionalism and developing ethics for civil servants.
Open Courses: The open long-term courses are designed for all government officials who need to be trained for long term in the area of management, administration and leadership, auditing, taxation, public financial management and custom management skills. The participants for this open long-term course have been invited from Line Departments within the Ministry of Economy and Finance as well as other government agencies and other Ministries of the Government.
Dedicated Courses: the EFI has designed a series of dedicated long-term courses which tailor programs to fit the training of designated departments of the Ministry of Economy and Finance and Line-Ministries of the Royal Government of Cambodia.
EFI has offered a series of dedicated long-term courses to the mid-level officials who work for key departments of the Ministry of Economy and Finance. These include the department of tax, custom, national treasury, inspection, and financial industry. The special courses specialize in economics management and leadership, taxation and tax policy, ASEAN custom management, auditing, information technology, law and English skill.
To participate in the open and dedicated long-term training courses, all participants have been selected through the following criteria: Participants at least should have Bachelor’s degree, job relevant to the course, a good command of English language and other general knowledge on economic, finance and trade as well.
Degree Programs
Master of Business (M.Bus)
To achieve its educational mission, EFI has developed an innovative oriented educational program tailored specifically for future leader in business, civic organization and public sector. EFI has collaborated with the Charles Sturt University (New South Wales) in Australia to form the CSU/M.Bus program.
The CSU/M.Bus program of the Economics and Finance Institute has been committed to educate a wide range of students and has aspired to provide a first-rate education in Cambodia to a diverse student population based on the premise that a truly remarkable education is one that creates the opportunity for students to learn about differences as well as similarity.
The course is offered on the weekend, which allows more flexibility for working professionals to study while working. The CSU/M.Bus program is designed to attract mid-career bureaucrats, technocrats, administrator, and decision-makers of both government and non-governmental organizations that are involved with managing the policy process and business administration. The Master of Business (M.Bus) program requires a minimum study period of two years or twelve modules and students are expected to complete a total of 96 credit hours. It accommodates up to maximum 50 candidates in each intake (two intakes per year). Teaching method, however, includes lectures, case studies, group assignment, written assignment, take home exam, sit for exam, and individual projects.

Bachelor of Business Administration (BBA)
EFI will conduct Bachelor’s Degree Program in the field of Finance and Accounting that aims at developing a global perspective in public finance, accounting, taxation, fiscal and monetary policy, international trade, international economics, strategic management, marketing and international business, international finance, and so on. In addition to this program, students will be exposed to the most recent theories, practical expertise, discussions, and case studies.
The Bachelor’s Degree Program in Finance and Accounting major at the Economics and Finance Institute trains candidates, both government officials and non-government officials, to have a deep understanding of finance and accounting. The program also equips candidates with research study capabilities to perform high-level finance and accounting analysis. It prepares qualified candidate to conduct high-quality study in this subject and prepare them for management and leadership position in this field.
Associate’s Degree in Accounting and Finance
This program is to lay the foundation skills in finance and accounting for both students and government officials. The program incorporates nine core courses: financial accounting part 1 and 2, financial statement analysis, computerized accounting, financial management part 1 and 2, applied microeconomics, and applied macroeconomics, financial institutions and stock market, and public finance.
WORKSHOP AND SEMINARS
Workshops and seminar programs are normally conducted in one day or over several days. Moreover, the number of the participants will be determined as needed. The senior management, interested officials involved with specific issues and guests from the private sector may be invited to participate in the program.
The workshop and seminar programs encompass a learning process that covers one-day roundtable discussion and exchange of view-point to sessions that last a few weeks. However, the workshop and seminar programs focus on a specific knowledge ranging from specific exchange of ideas and view points on past and current policy issues, to information sharing and a series of topical discussions relating to policy recommendation and vision of a governing institution. The topic of the workshop and seminar programs varies according to the need and timeliness of specific issues in which each Ministry or institution will face. The objective of the workshop and seminar program is to analyze, consolidate, and enhance past and future knowledge, information, and vision of participants.
RESOURCES OF EFI
PHYSICAL RESOURCES
Information Technology Center
EFI information technology center responds to the needs by teaching information technology skills to government officials. A number of information technology training was held during the last several years.
EFI information technology centers also provide information technology support services to the departments of the Ministry of Economy and Finance. The technical support includes computer maintenance and repair, networking, software upgrading, recovery of data, software installation, and support, anti-virus, and consultancy services.
Self-learning Language Laboratory
The Self-learning Language Laboratory provides an opportunity for government officials to learn languages and other technical disciplines at low cost and with minimum supervision.
Self-learning Language Laboratory contains ten listening posts, two complete multimedia centers and a number of software dealing with economic management, public finance, and technology.
Library
The Asia Foundation, the World Bank and ADB and Donors have donated a number of important books, research studies and working papers as well as magazines relating to economic and public finance management. EFI library becomes a Depository center of World Bank library. Presently, there has been a high demand of books, technical journals, working papers, research studies. The EFI library has been fully utilized not only by the various ministries of the Royal Government of Cambodia, but also by many students and faculties from different public and private universities and colleges.
EFI is very grateful to everyone who contributes to building our library resources of the past year. At the same time, EFI wish to call for assistance from international and domestic partners to continue to help EFI library to acquire more books, studies papers, research papers which are greedy needed by our readers.
FINANCIAL RESOURCES
The Royal Government of Cambodia has reorganized that the development of human resources is the most important factor in promoting sustainable socio-economic development. The Royal Government of Cambodia has put in place the Economics and Finance Institute to provide the training of present and future administrators in economy and finance.
Established in 1997, EFI launched its training activities in early 1998 with technical and financial support from the Ministry of Economy and Finance and the donor institutions including World Bank, Asian Development Bank, International Monetary Fund, and others.
Financial Support from the Ministry of Economy and Finance
Overall, the establishment of the Economics and Finance Institute is through the resources provided by the TA of the World Bank, which has enabled the Ministry to have a pool of officials who are more efficient in economics management, public financial management, accounting, auditing, English language, and Information Technology skills.
EFI have not received one hundred percent of its budget allocated by the Ministry of Economy and Finance. EFI has received approximately 30 percent per year of its budget to cover a major portion of EFI training expenses. This does not mean that EFI should entirely rely on the government budget. About 70 percent of EFI training activities have been supported by its partners.
Financial Support from the Donors
Technical and financial support of the donor is important for training activities at EFI. The World Bank actively worked with EFI to launch a series of short-term and long-term programs as well as workshops and seminars during 1998 to 2000. As a result, about a thousand government officials coming from the Ministry of Economy and Finance and Line Ministries have been trained on different areas. The role of World Bank in supporting EFI is so important for EFI at that time.
EFI gratefully acknowledges the generous benefactors who contributed to the EFI. In addition, EFI recognizes the contributions of technical and financial supports made by partners including the World Bank, Asian Development Bank, International Monetary Fund, Japan Center for International Finance, Japan International Cooperation Agency, KDI School of Public Policy and Management of south Korea, University of Malaya of Malaysia, The Sasakawa Peace Foundation of Japan, and others who are crucial to the overall success of EFI sponsored initiative and activities.
Presently, the training activities have slowed down compared to the existence of TA of the World Bank during 1998 to 2000. It is true that the short-term and long-term courses as well workshops and seminars have been limited offered by EFI annually due to the funding problem.
EFI appreciates and values the positive role of its partners in helping us meet our financing needs to carry out our mission statement that aims at building up the human resource capacity and enhancing the quality and professionalism of the government officials of the Ministry of Economy and Finance and, by large, those of Line-Ministries. EFI hopes that our partners will keep up its vigorous support to EFI in order to possibly build up human resources progress in Cambodia.

Long Term Training Course
The Policy Board of EFI agreed to authorize the institute to start experimental long-term training program to form a “future leadership group” in November 1997. Long Term Training Course
20 people have been screened and rigorous selected from all departments within the Ministry of Economy and Finance in order for working for custom department in the area of ASEAN affaire. They have been trained for approximately one year at EFI on important subjects: specific skills (macroeconomic and microeconomic concept, public finance management, international trade, applied laws, international financial transaction, public procurement, custom procurement and so on), English proficiency (communication and writing skills), information technology skills and so on.

Long Term Training Course
This is a specific training program for the department of General Inspectorate. This course is designed for improving the auditing skills for the people who work for General Inspectorate. Some officials from this group have decided to joint the National Audit Authority. The core of this training program consists of a number of courses on accounting (private and public sector), economic and public finance management, applied laws, financial system, English, computer skills. The 30 participants have received an intensive training since September 2000. The totals training hours are about 1,300 hours as of October 31, 2001.

Seminar and Workshop
Year 2000 marks the third year of training agreement between EFI and World Bank Institute (WBI). The training activity by the WBI has been much slower in the last part of 1999. The participants comes from key departments of the Ministry of Economy and Finance, Industry, Commerce, National Bank of Cambodia, Council for the Development of Cambodia, Council of Minister, Foreign Affaire and International Cooperation, Industry, Tourism, Rural Development, Agriculture, Education Youth and Sport, Justice, National Assembly. At the same time, an international workshop has been launched in mid of December. The mid and senior level participants has been invited from East Asian countries: South Korea, Laos PDR, Korea-DPRK, China, Vietnam, Mongolia, and Myanmar.

Short Term Training Courses
Most of EFI short term training aim at developing strengthening the general knowledge of the government official in the area of economics, financial management, accounting skills, information technology, laws, trade issues and English. In 2003, a series of short-term courses have been offered to government officials. They are technical and mid level official comes from Ministry of Economy and Finance, Education, Agriculture, Commerce, Health, Rural Development, Industry, Water Resources, Justice, Transportation and Public Work.

Long Term Training Course
With the permission from the Royal Government of Cambodia and the Ministry of Economy and Finance, EFI launched a long term training program on Taxation Skills (Intake 2) for 30 officials selected from all department of the Ministry of Economy and Finance to work in the Department of Tax, Ministry of Economy and Finance. The duration of this course is approximately 900 hours.
