TRAINING PROGRAMS

The training programs at EFI consist of non-degree and degree programs.

Short Term Training Programs

Short-term courses are normally one to three months in duration. Short-term training courses help ensure that the officials of the Royal Government of Cambodia are prepared to effectively and efficiently fulfill their duties. Such training is crucial in order for officials to know and understand the laws, regulations and knowledge relevant to their functions, and thereby be of better service to their people and nation. 

Open Courses: the EFI has designed a series of open short courses that enable government officials to acquire the basic technical and general knowledge and skills necessary for their effective performance in areas such as public financial management, economic management, financial systems, development policy, international economics and finance, international accounting, taxation, customs management, international and regional integration and trade and information technology. Participants in the open short courses come from the Ministry of Economy and Finance, other ministries and agencies of the Royal Government.  The participants have been selected for training based on the relevance of the courses to their duties and their training needs.

Dedicated Courses: the EFI however has designed a series of dedicated short-term courses which tailor program to fit the training of designated departments of the Ministry of Economy and Finance and Line-Ministries of the Royal Government of Cambodia. The dedicated short courses include economic management, public financial management, law, trade, English, computer, and accounting.

Long Term Training Programs

The EFI has established training programs that are relevant not only in the short-term but also in the long-term. The long-term courses take at least one year to complete, and produce high-quality graduates well equipped to effectively serve as officials of the Royal Government of Cambodia.

  • The long-term training program is focused on Management, Administration and Leadership of Officials, ensuring their effective performance in the public sector, contributing to the success of the on-going public administration reform program of the Royal Government.
  • Developing and improving managerial skills, technical skills and leadership for government administrators and other bureaucrats so that they can effectively participate in and contribute to the administrative reform in the public sector,
  • Developing and enhancing research and other specialty skills that are necessary for improving work performance and efficiency in the public sector,
  • Maintaining program in a more systematic and sustainable manner to serve the present and future needs of the public sector,
  • Developing accountability, professionalism and developing ethics for civil servants.


Open Courses: The open long-term courses are designed for all government officials who need to be trained for long term in the area of management, administration and leadership, auditing, taxation, public financial management and custom management skills. The participants for this open long-term course have been invited from Line Departments within the Ministry of Economy and Finance as well as other government agencies and other Ministries of the Government.

Dedicated Courses: the EFI has designed a series of dedicated long-term courses which tailor programs to fit the training of designated departments of the Ministry of Economy and Finance and Line-Ministries of the Royal Government of Cambodia.

EFI has offered a series of dedicated long-term courses to the mid-level officials who work for key departments of the Ministry of Economy and Finance. These include the department of tax, custom, national treasury, inspection, and financial industry. The special courses specialize in economics management and leadership, taxation and tax policy, ASEAN custom management, auditing, information technology, law and English skill.

To participate in the open and dedicated long-term training courses, all participants have been selected through the following criteria: Participants at least should have Bachelor’s degree, job relevant to the course, a good command of English language and other general knowledge on economic, finance and trade as well.

WORKSHOP AND SEMINARS

Workshops and seminar programs are normally conducted in one day or over several days. Moreover, the number of the participants will be determined as needed. The senior management, interested officials involved with specific issues and guests from the private sector may be invited to participate in the program.

The workshop and seminar programs encompass a learning process that covers one-day roundtable discussion and exchange of view-point to sessions that last a few weeks. However, the workshop and seminar programs focus on a specific knowledge ranging from specific exchange of ideas and view points on past and current policy issues, to information sharing and a series of topical discussions relating to policy recommendation and vision of a governing institution. The topic of the workshop and seminar programs varies according to the need and timeliness of specific issues in which each Ministry or institution will face. The objective of the workshop and seminar program is to analyze, consolidate, and enhance past and future knowledge, information, and vision of participants.
